Is DDR5 on-die ECC the same as registered ECC memory?

No. This module has on-die ECC and an x80 ECC organisation. Do not treat the presence of on-die ECC in another DDR5 product as evidence that it is interchangeable with this RDIMM.

Will the module always run at 5600 MT/s?

The module is rated at 5600 MT/s. The CPU memory controller, BIOS, motherboard and installed DIMM population determine the operating rate. Verify the supported configuration before ordering.

Can this RAM increase the VRAM of my graphics card?
